Weather Update







MONDAY - OCTOBER 29TH - 6AM

We are now at the start of one of the most extreme weather events ever witnessed in the State of New Jersey.

Sandy strengthened overnight and now has maximum sustained winds of 85mph.  Sandy has made the turn to the northwest and is now headed directly toward the central NJ coast where landfall will occur sometime around 8pm or 9pm this evening.

Coastal flood guidance indicates major coastal flooding this morning between 7am and 8:30am.  The next high tide this evening centered around 8:00pm is forecast to be 2 to 3 feet above the highest tide of record at Sandy Hook.  Severe coastal flooding will occur this evening with the likely of complete destruction of all boardwalks, pavilions, piers and docks along the immediate coast.  There will also be damage to homes located near the ocean, bays or rivers.

Sandy's central pressure is currently 947mb and some further strengthening is possible.  When Sandy makes landfall this evening, it will be the deepest storm (lowest pressure) ever recorded in New Jersey and it will not even be close....the record will be smashed.

Winds are on the increase and are already gusting between 50 mph and 60 mph along the immediate coast.  Wind gusts of hurricane force, over 80 mph, are likely along the coast.  Hurricane force wind gusts could also extend well inland tonight.  This will cause tree damage and many power outages.  Prepare to be without power for an extended period of time. 

Winds tonight will shift from northeast to southeast and remain strong through much of the night but will be slowly decreasing after midnight.  Winds on Tuesday will still be gusting to over 40mph.

Rainfall is advancing up the coast and heavy rain will be occurring for much of today and tonight.  The heaviest rain will be in southern NJ or south of where the center makes landfall.

Please remain indoors today...there is no need to venture outside.  Heed all advise from your local emergency management office.  This is a particularly dangerous situation.  This storm is of unprecedented magnitude and should be treated as such.  Will continue to provide updates on the web site as long as power is available.

Neptune Township officials said Sunday that Hurricane Sandy will be catastrophic.
“I expect the complete destruction of the pier, the pavilion, the boardwalk, everything,” said Rick Cuttrell, the township clerk, who also serves as Neptune’s in-house meteorologist.
“This storm is worse than any storm on record in New Jersey,” Michael Bascom, Neptune’s coordinator of emergency management, added.
Their strong and unequivocal language came during presentations to the Township’s key personnel, who gathered Sunday morning at the Midtown Community School. A part of the school has been converted into an emergency center for the duration of the storm, which is expected to last for several days.
Phil Huhn, Neptune’s business administrator, said our area could expect the storm’s steady, hard rain to last for 40 hours.
Officials also predicted wide-spread power failures for extended periods of time.
Homes in Ocean Grove, particularly near the lakes and along Ocean Avenue, are likely to be inundated by record tides. Bascom said the highest anticipated tide could send water past Central Avenue.
Deputy Mayor Eric Houghtaling signed an official declaration of emergency following the briefing. The declaration allows local officials to impose curfews, close roads, restrict traffic flows and mobilize all the Township’s assets and employees – everyone from librarians to police to maintenance and sanitation workers. Many Township employees will be spending the next couple of nights sleeping on cots in public buildings.

On Bascom’s orders, policemen, firemen and Office of Emergency Management personnel began going door-to-door Sunday afternoon in the most flood-prone areas to urge residents – in the strongest possible terms – to evacuate.
Out of a range of recent predictions about the course and destructive power of the impending storm, Bascom said the worst-case scenario was the one that was coming true. He said there was no chance now that Sandy would swerve away at the last moment. In fact, he said, Monmouth County and Neptune will be hit by the northeast quadrant of the storm, which is the part carrying the hardest wind and the thickest rain.
Cuttrell illustrated on a large graphic display how the tides from Sandy will be higher than either those of Hurricane Irene last year or the devastating northeaster of 1992.
Monday morning’s tide will be 9½ feet, he said. The next tide, on Monday night, will be 11½ feet, breaking all records for high tides. Both would be several feet higher than the tides during Irene and during the 1992 northeaster. And that doesn’t consider the action of waves, which, driven by tropical-storm strength winds, could run as high as 25 feet.
Governor Christie declared a state of emergency on Saturday. Voluntary evacuations from South Jersey’s barrier islands were underway on Saturday, and mandatory evacuations from there and from the Atlantic City Casinos were due to start on Sunday.
While Neptune has no plans for mandatory evacuations, residents are being urged in the strongest terms to move inland if they live in a flood-prone area, depend on electricity for special medical treatment, live alongside any body of water, or live in a mobile home or other vulnerable structure. Anyone who is not prepared to remain at home for three days without power, or who simply feels unsafe at home for any reason, is also urged to leave. Bascom said anyone who intends to leave should do so on Sunday.

The best option for evacuees is to stay with friends or relatives outside the storm’s major area of impact, Bascom said. Monmouth County has opened shelters at Monmouth University and at the Arthur Brisbane Center in Wall Township, and those are now available to Neptune residents. He said residents should not go directly to those places; rather, they should go to the Neptune High School at 55 Neptune Boulevard, where transportation by bus will be provided.
If you are unable to evacuate by yourself, or can’t get to the high school yourself, you should call the Township for assistance at 732-988-5200, extensions 230, 231, 234, 235 or 236, to arrange for transportation. Bascom said, however, that once the hurricane has struck the Township cannot provide emergency services. “Sunday is really the day to get out of here,” he said. After the storm has hit, people will be on their own, if they choose to stay, until the storm subsides to the point where it is again safe for emergency vehicles to move about.
The 9-1-1 phone lines should be used only for true emergencies, because the Township does not want those lines to become overloaded. Any call other than a genuine emergency should go to the 988-5200 number.
Monmouth County will run a pet shelter during the storm. To get to that, one must come to the transportation center at the high school. Bring a cage, food and everything else a pet will need. Owners will probably have to stay with their pets for the duration.
Although Township offices will be closed Monday and Tuesday, Township employees will be working on those days, manning phones and doing other emergency work.
In Ocean Grove, St. Francis Asbury was moving its 100 or so residents out of town on Sunday.
Area dialysis centers were working to get their patients in on Sunday, in advance of the storm, because they will be closed on Monday and Tuesday.
Officials are warning residents to stay away from downed trees and power lines during the storm. They will be trying to mark such hazards with yellow tape, but that may not be possible initially.
Bascom said the Red Cross resources will be somewhat strained during this emergency, because all of the Red Cross operations in surrounding states will also be in the storm’s path and therefore unable to lend their resources.

 Effective at 1200 hours this date, a Municipal State of Emergency has been declared by the Office of Emergency Coordinator of the Borough of Bradley Beach.
This State of Emergency will continue in full effect pending the conclusion of all phases of emergency management, relative to the coastal Hurricane Sandy besieging the Borough at this time and until it is declared that such emergency no longer exists.
Authority for this declaration is based in Borough Code Chapter 189.

Update 6:45 p.m. Saturday, Oct. 27, 2012
The Monmouth County Office of Emergency Management in cooperation with the Board of Chosen Freeholders issued a state of emergency for Monmouth County at noon today. This action followed Gov. Chris Christie’s declaration of a state of emergency for the state.
This state of emergency will allow the Office of Emergency Management to mobilize all county resources and direct them where they are needed to protect life and property. These actions include ordering mandatory evacuations and controlling traffic on all roadways.

NEW JERSEY STATE EMERGENCY OPERATIONS CENTER
October 26, 2012, 2000 Hours

A.     CURRENT SYNOPSIS:

The NJ ROIC and NJOEM are currently monitoring Hurricane Sandy which is characterized as a Category 2 Hurricane in the Atlantic Ocean.  NJ ROIC operational level is currently at a Level 3 as of 1330 hrs this date.  NJOEM personnel are currently staffing the SEOC.  NJOEM will provide situational awareness reports to the State, County, Local and allied agencies throughout the event.  ESF leads and allied agencies have been contacted and have begun hurricane preparedness actions as per the respective plans.  Updates will follow.

B.  INCIDENTS

            No incidents to report at this time.

E.  WEATHER FORECAST

Hurricane Sandy will affect the mid-Atlantic region late this weekend into early next week. Sandy will bring the following dangers to our area:
• Strong damaging sustained winds up to or exceeding hurricane strength (74 mph) over a prolonged period of time (24 to 48 hours). Gusts will be higher.
• Extremely heavy rainfall.
• Major flooding along streams and rivers.
• Major coastal flooding maybe compounded by the full moon on October 29.
• The eventual track of this storm will determine the area which is impacted.  
Sandy could still track a little further to our north, or a little further to our south, New Jersey will be feeling her effects one way or the other starting late this weekend (Sunday), continuing into Tuesday of next week.

Prepare, plan and stay informed
 
FREEHOLD, NJ – Hurricane Sandy threatens to hit NJ as it moves up through the Atlantic in the days ahead, so the Monmouth County Office of Emergency Management (OEM) wants residents to be prepared for storms and other emergencies before they hit.
“We have seen the damage that a hurricane can cause and I hope that residents will take precautions as we monitor the progression of this storm,” said Freeholder Lillian G. Burry, liaison to the county’s Sheriff’s Office and OEM. “While the track of Hurricane Sandy cannot be predicted, everyone must prepare for the worst in order to ensure their safety.”
“This storm has the potential to affect the east coast from Florida all the way to New York within the next week,” Sheriff Shaun Golden said. “I urge residents to prepare, plan and stay informed about the coming hurricane.”
  • Prepare –  Assemble a Kit of Emergency Supplies – Batteries, flashlight, radio, first-aid kit,  medications, food and water to last three or more days, can opener, cooking tools, toiletries.
  • Plan – Create an Emergency Plan – Your family may not be together when disaster strikes, so plan a way to contact one another, such as enlisting the help of a third party in another state as a contact, and review what you will do in different situations.
  • Stay Informed – “Like” the Monmouth County Government Facebook page, follow the county on Twitter and visit the county Web site frequently for information and links to important resources. Also, listen to local radio and television for the latest information on storms and other emergencies. Review what warning sirens are used in your community to alert residents of major emergencies.
 “The survival of you and your family will depend on the measures you take to prepare yourself for an emergency situation,” Golden said.
Burry also recommends that residents take two additional steps. “To be truly equipped for an emergency you should prepare your finances and consider making yourself available to help your neighbors in an emergency,” she said.
 
  • Financial Preparedness – Consider your insurance and financial needs in the event of a disaster. Also, take time to prepare a household inventory. If an evacuation is necessary, be sure to have cash or credit cards at your disposal.
  • Consider joining the Citizen Corps – Join others in you community who are ready to provide critical support to first responders and to fellow residents during emergencies.
Undergoing citizen corps training is a great way to feel empowered in the event of any emergency. The county has two primary programs for you to get involved: 
Citizen Emergency Response Team, or CERT, is a program that trains community members to provide volunteer support to local emergency responders during community incidents and disasters. Medical Reserve Corps, or MRC, is also a community-based volunteer program that engages medical, public health and other civilian volunteers to strengthen public health and improve emergency preparedness and response. Recommended Items to Include in a Basic Emergency Supply Kit:
• Water, one gallon of water per person per day for at least three days, for drinking and sanitation
• Food, at least a three-day supply of non-perishable food
• Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert and extra batteries for both
• Flashlight and extra batteries
• First aid kit
• Whistle to signal for help
• Dust mask, to help filter contaminated air and plastic sheeting and duct tape to shelter-in-place
• Moist towelettes, garbage bags and plastic ties for personal sanitation
• Wrench or pliers to turn off utilities
• Can opener for food (if kit contains canned food)
• Local maps
• Cell phone with chargers
Additional Items to Consider Adding to an Emergency Supply Kit:
• Prescription medications and glasses
• Infant formula and diapers
• Pet food and extra water for your pet
• Important family documents such as copies of insurance policies, identification and bank account records in a waterproof, portable container
• Cash or traveler's checks and change
• Emergency reference material such as a first aid book or information from www.ready.gov
• Sleeping bag or warm blanket for each person. Consider additional bedding if you live in a cold-weather climate.
• Complete change of clothing including a long sleeved shirt, long pants and sturdy shoes. Consider additional clothing if you live in a cold-weather climate.
• Household chlorine bleach and medicine dropper – When diluted nine parts water to one part bleach, bleach can be used as a disinfectant. Or in an emergency, you can use it to treat water by using 16 drops of regular household liquid bleach per gallon of water. Do not use scented, color safe or bleaches with added cleaners.
• Fire Extinguisher
• Matches in a waterproof container
• Feminine supplies and personal hygiene items
• Mess kits, paper cups, plates and plastic utensils, paper towels
• Paper and pencil
• Books, games, puzzles or other activities for children

Dirty sidewalks = Dirty Downtown

Have you every walked down the Main Street in Bradley Beach. Well this past couple day I have been walking the streets of Bradley Beach with W.E. May who is running in November for Mayor. Just today the public works department was trimming the grass and weeds along the sidewalk but they just left the trash on the sidewalk. Here is a couple of photos. Is this the downtown you would like said Ms May. When I eat at a restaurant I would love to see a nice clean street and sidewalk. Yes I will go some were  that keep their place neat and clean. The sidewalks should be keep clean of trash and weeds and public works should spend as much time on main street as the do on the beach W.E. May said. I have called the borough about the condition of Main Street in Bradley Beach so many times the code officer knows my phone number.

May says Pets need a beach Too. Mayoral Candidate W. E. May said that the need for pet owners is very important to family values in Bradley Beach. Why is it ok for your pet to swim from September to April but not during the summer season.? MONEY that the only reason ok we need the beach to run the beach well how about a pet badge used only on the pet beach and also for the pet park near the beach. Business District needs a overhaul.

The Bradley Beach Main Street need a total overhaul said Mayoral candidate W. E. May  The Litter and Garbage Nuisances and business signs are just the tip of the large melting iceberg. Trees that have been removed by the stumps are still there. Parking abuse cars parked all day in 1 or 2 hour spots. Run down buildings and empty stories. Ms May has a plan it to get the Bradley Beach Mayor and council to apply for Main Street NJ. The DCA every two years accepts applications and designates selected communities to join the program. Ms May said Main Street is a comprehensive revitalization program that promotes the historic and economic redevelopment of traditional business districts in New Jersey. The Main Street New Jersey Program was established in 1989 to encourage and support the revitalization of down towns throughout the state.

South Belmar FD to Merge with West Belmar!
It was great to see more people than usual at the June 18 meeting! (One reason for the larger audience was due to the yearly liquor license renewals.) To me, the biggest news was Councilman Doug Witte’s announcement that our fire department (yes, it’s still called “South Belmar”) will be merging with neighboring West Belmar's department. As Doug explained, it currently costs us about $36,000 a year to maintain the volunteer department. The merger will push that cost to $40,000 annually BUT, it will save us from having to make about $500,000 in necessary equipment upgrades, a cost that would ultimately be passed on to the taxpayers. Doug also cited a lack of volunteers as another reason the merger makes sense.

“By doing this, we’re guaranteed the town will be safe and we’ll have enough manpower. LC is one of the first in the state to have this type of interlocal agreement,” he said.

Under the merger plan, LC will respond to West Belmar calls and vice versa. Our truck will be joined in the Main Street Fire House by an additional one from West Belmar. Further, the Chief’s SUV will go to the Police Department, saving the PD the cost of purchasing another vehicle, which apparently it needs.

Mayors look to county for shared fire services

Budget caps and decline in volunteers pressure towns to share resources, expenses

Balancingabudgetwitha2percent cap is one of the strongest arguments for shared services, according to local mayors who are looking to Monmouth County to facilitate interlocal agreements for sharing the costs of providing local fire departments with necessary equipment.
“When we talk fire trucks, that’s a very expensive item, and when municipalities have to purchase one, they’re not cheap,” said Eatontown Mayor Gerald Tarantolo in an interview on June 7.
“We would save lots of money because instead of now one municipality putting out the money for a fire truck, you would spread the cost over several fire departments.” Rumson Mayor John Ekdahl concurred.

“Certain things are going to get crowded outofthebudgetwhenyou’vegota2percent cap, and duplication of services is one of those items,” he said in a June 13 interview.
“What they’re trying to get away from, and what we talked about at the Two River Council of Mayors meeting [on May 24], was that all these towns are now buying the most expensive truck out there, namely a ladder truck. So the question is, does every town need a ladder truck or should there be more sharing?”
According to Tarantolo, the Eatontown Borough Council is considering the purchase of an $850,000 fire truck that is built to the specifications of its volunteer fire department. His concern is trying to balance the cost with the need. With a mutual aid agreement already in place among many adjacent communities in Eastern Monmouth County, Tarantolo said he believes an organized county shared-services agreement could help subsidize the cost.
“In case of a major event, we get responses from all of those towns that are involved in the mutual aid agreement. So if that is the case, wouldn’t it be nice if we shared the cost of the equipment that is used in the event of a fire?” he asked.
“The county could certainly play a role in some of this, and maybe the time is right where the county has to come in and try to unify an arrangement between municipalities to give them some assistance in making this transition.”
Instead, there has been a trend of expensive purchases among neighboring towns. Last year, local municipalities approved bonds for new equipment, including $1.1 million worth of vehicles and equipment for Red Bank, nearly $400,000 in Sea Bright and $592,000 in Shrewsbury.
This isn’t the first time the Eatontown mayor has proposed the county step in and take the lead for emergency shared services. Tarantolo was in charge of the emergency services advisory board of the Fort Monmouth Economic Revitalization Planning Authority, which was designated to determine the Fort Monmouth redevelopment plan.
One of the issues for local towns was compensating for the loss of the mutual aid formerly provided by the fort’s state-of-theart emergency services.
“We looked at ways in which we could consolidate fire services and police services as it related to the Fort Monmouth area,” explained Tarantolo.
The authority hired a consultant who suggested consolidating Eatontown, Tinton Falls and Oceanport emergency services, which would have saved a significant amount of money, according to Tarantolo.
“We weren’t very successful. We couldn’t get all three towns to readily agree that we should go into some kind of consolidated arrangement as it related to the Fort Monmouth properties. It never really got off the ground,” he said.
“You run into the issues of home rule: who does what, who holds the equipment, who has responsibility for various aspects of a fire event. So all of these issues start to rear their ugly head and the only way you can get them resolved is to have everyone jointly agree on some kind of a plan that could be initiated that could allow this sort of thing to happen.”
Another challenge has been the culture of the fire departments themselves, he said. Most companies are made up of unsalaried volunteers who dedicate their time and effort in emergency situations.
“We have this mentality today of home rule and you get a lot of fire departments that want to stay independent. That’s their culture, that’s the way it’s been traditionally, and they’re not ready to get into any kind of consolidated arrangement. So that’s the challenge that you’re confronted with,” explained Tarantolo.
Equally pressing is the idea of turning down a fire department’s request for new, updated vehicles and equipment that ultimately keep the volunteers safe.
“The volunteers perform a tremendous and complementary duty to the towns. I mean if we had paid fire departments, you’d never be under the budget cap. Since they are all volunteers and since they put in so much time, the towns are obligated to give them the best equipment possible to do their jobs,” explained Rumson Mayor John Ekdahl on June 13.
Additionally, volunteerism has declined in fire rescue and first aid squads over the years, said Ekdahl, who attributed the decrease in numbers to an increase in median family incomes. “I don’t see as much volunteerism today as I saw 15 or 20 years ago. The reasons are obvious; you’ve had so many families with two-income earners that there’s just not as much free time. Many people may be focusing more on their professions and less on doing volunteer work,” he said.
“I also think in the wealthier towns on the peninsula, as the median income goes up I think it’s directly proportional to the amount of volunteerism going down. It’s just that the census of our towns is changing partly because housing has become so expensive.”
Ekdahl said that the combination of the financial burden put on municipalities to provide the necessary equipment while remaining under the 2 percent budget cap, and the decrease in volunteerism could ultimately lead to a shared services agreement.
The consensus among the mayors’ council is that it won’t happen until the state or county takes the lead in creating fire districts and determining what towns would be working together and the kinds of equipment to be shared.
“Everybody’s on board with it, but we need a central player to sort of drive it home. There needs to be some kind of a master plan from either the county or the state, some oversight on it, because I don’t think it’s going to happen on its own,” said Ekdahl.
According to Bill Heine, public information officer for Monmouth County, the county has no current plans to mandate or organize any shared service agreement between towns looking to share fire equipment or services.
“That sounds like an interlocal agreement that they could work out themselves,” said Heine in an email on June 14.
“They could, however, purchase the equipment through the Monmouth County Improvement Authority (MCIA), which saves towns money because they get the benefit of the county’sAAAbond rating and the county’s guarantee of the bonds,” he stated.
This allows a town to receive the lowest possible interest rate as well as eliminates the need for bond insurance, he said.
According to Heine, any town can purchase equipment through the MCIA. Other than that, the only shared service the county currently provides is vehicle maintenance for a number of fire departments, including Asbury Park.
Other towns like Red Bank, Shrewsbury and Little Silver, that are located on the periphery of Fort Monmouth property currently benefit from the interlocal mutual aid agreement that is already in place.
“I think you’ll find that all of the volunteer fire departments around here, from what I understand, are very satisfied with the way it works,” said Donald Burden, Shrewsbury mayor.
“No matter what you do, you don’t want to negatively impact the volunteers, because they are volunteers, and if you had to pay for all of this, it’d cost a fortune.”
Burden said the idea of a future sharedservices agreement orchestrated by the county is still new and likely to evolve over the next few years.
“Just the cost mandates for each one of these small communities, it’s a likely solution to some of the economic problems we’re having,” he said.
“There’s not a shortage yet of volunteers, but again, down the line, as resources dry up and these people don’t have all the things that they think they need or want, it may become question.”

He argued that holding event should be in conjunction with something that would promote the town and drew more visitors was a more suitable option. Colter noted other municipalities have canceled fireworks displays that were not able to be held on the 4th and to postpone the display in the event of rain without providing any additional activities to promote the town was "ludicrous waste of $7,500." Council Member Engelstad said Bradley Beach is aiming to establish an image of a family oriented community, and the fireworks display was in-line with that image."We bill ourselves as a family resort, and there's a nice tradition of a family getting together on a beach at the end of the day and watching the fireworks. It's a nice thing to have" Gary said "It's an Investment into what we want our beach and our community to be" Well as a candidate for Mayor this November I in part agree with Dr Cotler it is a Ludicrous waste of tax payers money, many town have canceled their fireworks but not due to the day the fourth falls on but due to a municipality, not have the ability to fund these particular types of public events,” given the loss of state aid, In Red Bank we have a population facing financial difficulties in terms of maintaining their homes,” Menna explained about the borough’s decision. “So, we can’t fund or contribute in any fashion something that is perceived by the vast majority of the population as not critical to the operation of government, which is to maintain public safety and health.” I agree Mayor Menna if Red Bank is facing trough time I bet so are people in Bradley Beach .
